President Jones appeals to workers to stay at posts and not cripple vital public service amid an all day meeting. Employees plan an all day walkout with no disturbance and no hitch while arranging picketing to protest.
Washington April 13 Secretary Glass announced Victory Liberty Loan terms totaling 4.5 billion dollars with subscriptions to be rejected. Interest at 4.34 percent for partially tax exempt notes and 3.34 percent for wholly tax exempt notes. Maturity four years with a three year redeeming privilege.
The 33 4 per cent notes may be issued later and could be converted subsequently back into 43 4 per cent notes.
Paris April 13. The Big Four session began at 6 and extended past 8 with talks on the draft treaty and German delegation summons. No press statement was released but it was announced Wilson will issue a statement tomorrow.

He will not work today due to fatigue and will return to London tomorrow leaving Arthur Balfour to handle remaining duties.
