Ward 22 Protest Over Sanitary Foreman Job
Ward 22 residents clash with Superintendent Wheeler over Frank J. Shea appointment as foreman of District 7 in the sanitary division. Civil service commissioners summon Shea to answer questions after a February exam showing 436 percent and payroll verification places him in the sanitary division. A hearing at the State House probes eligibility while remonstrants seek removal or reassignment ahead of next Tuesday’s session.
