President Wilson signs a world wide war proclamation ordering complete naval mobilization and calling out naval militia and reserves. He urges rapid passage of army plans while opposing general conscription except in extreme necessity. Immunity to peaceful alien enemies is noted.
Twenty five hundred Massachusetts citizens were ordered to mobilize for active war service as Navy Department orders called up the naval militia and the Naval Reserve force. The action was reported to continue on page 12.
Attorney General Gregory ordered the arrest of sixty German citizens accused of participating in plots and conspiracies on U S soil, following President Wilson's signing of the war resolution. The department identified all arrestees as German nationals alleged to have been involved in such activities.
Former Secretary Bryan in a War effort pledge to President Wilson asks to enroll as a private and serve where needed. He offers hospital Red Cross work and YMCA moral support, recalling his colonel command of Nebraska volunteers in the Spanish-American War.

Fifteen commercial and nearly 1000 amateur wireless stations in the first radio district comprising all New England were closed and dismantled yesterday. Naval officers and detachments of blue jackets took possession of the commercial stations and licensed amateur operators were notified to suspend operations. Local authorities were asked to assist in enforcing compliance.
