Senate to push war measures amid almost unanimous House support. Senate leaders seek continuous sessions to avoid delay as President presses for instant action. Navy plans coordinate with Allied fleets. ships prepared for immediate cooperation once war is declared.
Governor McCall ushers a home guard bill through both legislature chambers to establish a militia within Massachusetts during war. The measure, backed by increased pay and relief for Home Guard members, moves to enactment under a rules suspension.
War Department plans rapid mobilization for aggressive actions against Germany. Massachusetts regiments await orders to muster out guardsmen with dependent families, fearing disruption of units if interpreted strictly. President Wilson Cabinet discussed war plans as War and Navy departments push readying defense measures.
The bill will pass both chambers this afternoon then go to the Governor for signature. It authorizes the Governor to establish a home guard to replace the militia if it is sent out of the state. Continued on Page 10-Fourth Col.
Gloucester fishers rallied against dockside pay practices as a state conciliation board heard testimony on the eight week strike. Speakers including Tius McPhee and Dan McDonald cited 10 percent deductions from fish value to cover trawl costs as a key grievance.
The navy has begun arranging co operation between the American fleet and Entente forces to take effect after the United States formally enters the war. The administration continues planning for selective conscription to raise a national army.
With returns from 15 cities including Boston at midnight, former Gov Walsh led and District Attorney Pelletier trailed closely in the race for delegate at large to the constitutional convention. Vote tallies list Walsh 24054, Pelletier 22256, Whipple 18759, and numerous lower candidates in order.

The Newfoundlanders' Mutual Benefit Association pledged support to President Wilson at a meeting in Paine Memorial Hall Appleton Street. They voted to keep in good standing during the war the names of all members who enlist in United States war service.
The British steamship Stanley sailing from Newport News to Cherbourg was torpedoed March 2 near the Irish coast by a German submarine. Five crewmen were killed, fifteen survivors arrived in New York aboard Port Albany, and two more crew members died of exposure. A boat carrying the captain and 18 sailors was not heard from, suggesting it may be lost.
April 3 Roosevelt stopped at the White House to congratulate President Wilson on his Congress address but did not see him. He praised the address at the station before boarding a 3:03 Pennsylvania train to New York with Russel J. Coles, leaving his card for Wilson.
The Navy Department announced steps for close cooperation with entente allies. Mobilization of naval militia and naval reserve classes would fill skeleton crews and aid patrol and submarine chase units. About 15 000 could join immediately. double that for full Atlantic coast patrol may be needed. Universal service could be invoked if volunteers lag.

Washington April 3 The administration resolution declaring a state of war with Germany moves toward swift enactment as Senate leaders anticipate limited opposition and a quick vote. Republicans La Follette Gronna and Norris are expected to oppose, with Democrats Stone and Kirby likely joining them.

Baltimore city officials plan to convert about 140 acres of park lawns into food farms to prevent a postwar food shortage. The Park Board assigned experts to lay out the grounds and farming may begin next week.
William J. Pratt who was shot during a dispute with George Messiah last Saturday night died tonight. Messiah, held on an assault to kill charge, is now charged with murder.
