Legislature Action Patchwork on Navy Bounties and Boston Street Plan
The Legislature reported a naval bounty payment bill in the Senate and amended a city reimbursement measure by removing a provision for paying bounties to volunteers who have not yet received any. A leave bill on naval enlistment bounties was introduced. The Granite Bridge Corp conference committee reported no agreement and was discharged. In the House a bill allowing married women to testify was reported. A Boston street widening project from Milk to Broad Streets passed to be enacted with a deadline.

Birth of Oil Industry Sparks Economic Boom and Uses
The 1859 sinking near Titusville Pennsylvania yielded eight barrels daily and sparked rapid growth on Oil Creek farms. Prices fluctuated as production rose from 150 barrels in February to over 6000 in December. Widespread wells later recovered output with artificial pressure and new uses emerged including lamp oil varnish soap and dyes.
