Testimony on convoy formations and Fletcher orders

Captain Long testified that the Antilles was torpedoed while in single file, calling it the most dangerous formation. He argued no general convoy doctrine existed under Admiral Fletcher, who did not issue line abreast rules despite orders from Admiral Sims. A staffer, Commander Daniels, was sent to Brest to draft such doctrine, but no broad instructions were issued. Long also said he urged Fletcher's transfer to Gibraltar after recommending it on September 20, a month before Fletcher’s relief following the Antilles loss.
