Prague imposes travel restrictions on Czechoslovak citizens citing long term visits and private trips as to be thoroughly investigated and limited amid student unrest and anti Soviet demonstrations. Western journalists face expulsions while Prague media seeks new leadership to resist Soviet control.

Kentaro Hayashi, dean of Tokyo University’s faculty of letters, was released by rebellious students who held him in his office for eight days. The students aimed to annul a disciplinary action he imposed on a student who assaulted a professor.
Judge W Preston Battle granted a continuance of the James Earl Ray trial and allowed Percy Foreman to take over the defense. No new trial date was set. Foreman cited defense readiness needs and huge witness lists amid money, access, and coordination challenges.
Bonham city commission approved a 15 year lease with DeRose Industries on Jones Field for mobile home manufacture with a 15 year option. The panel also approved power rate reductions from Texas Power and Light and authorized a deed transfer of Bonham City Lake to the Canoe Club of Dallas for 33 250. Residents sought traffic light at Russell Avenue and Highway 78 as water drainage issues persisted on West 5th Street.
Bonham records a low of 24 degrees as subfreezing temperatures sweep North Texas. Frost blankets countryside. ice forms on small waters. A warmup is forecast Wednesday with mid 30s to mid 60s temperatures. A new cool front may bring rain later Wednesday. No damage reported.
The College Coordinating Board heard bids from Lubbock Houston Dallas Temple and Austin for state funded medical schools. Recommendations favor Houston for UT and Lubbock for Texas Tech with a final decision due next month on December 3.
UPI reports NASA plans Apollo 8 with Frank Borman James Lovell and William Anders to orbit Earth then circle the moon ten times starting around December 21. The six day mission aims for a Pacific splashdown between Christmas and New Year as a precursor for a 1969 lunar landing.
Saigon spokesperson Ton That Thien accused the United States of halting bombing without Saigon agreeing on peace talks format. He said Saigon awaits Washington reply to a two sided talks proposal with the United States and Viet Cong in subordinate roles. North Vietnam rejected the plan calling Saigon leadership absurd.
An intense storm battered the Appalachian region with up to a foot of snow and 35 to 50 mph winds. Snow reached Georgia and the Gulf Coast as far south as central Florida, with tornadoes in Florida and record lows in Atlanta. Another large storm headed toward the Northeast after dumping over two feet of snow in Vermont and New England.
The Farmin county commissioners court approved purchasing two new cars for the sheriff department and authorized bids to be opened December 9. One car will be traded in, giving the department three cars. They also approved $1,800 for two short wave auto radios. Deputy H R Van Zandt urged the needs. The court set noon to hear proposals for county wide property equalization from John Mungo and Henry Joe Fletcher with bids of 69 000 and 60 006 respectively. The court canvassed the November election and confirmed several officials including Wesley Farmer, Pat Beene, Dudley Jackson, Henry Fletcher, and others. Farmer was sworn in to fill Leatherwood’s term.
Congressman Ray Roberts announced that HUD approved a $191,292 loan to build 14 low rent homes in Celeste. The site along U S Highway 69 in the northwest part of town will include eight units for the elderly. A L Mabry leads the Celeste Housing Authority.
