Welfare reforms threaten pension aid and state funds

Welfare and social security changes loom with a new fiscal year. Pension grants averaging about 14 dollars monthly face curtailment, while liberalized eligibility could add 50 000 or more to rolls. The state must repay bank loans totaling 200 000 dollars monthly, reducing federal aid by about 400 000 dollars monthly. No new pension taxes were levied, and the governor opposes a special session to fix finances. The State Welfare Board plans a strict personnel policy to appoint an executive director and retain capable staff as the department consolidates. Four honorees named for a Bailey dinner: Hazel Gailey, Billie Hope Savage, Cindy Turner, and Raymond Gailey.
