Attorney General Price Daniel ruled in Austin that justices of the peace county judges county attorneys and district clerks are not law enforcement officers. The ruling came at the request of State Comptroller George Sheppard in relation to a constitutional amendment recently adopted. The amendment places county law enforcement officers in counties under 20 000 population on straight salaries.
