Washington April 26 Rep Harold Krutson Republican Minnesota introduced a resolution proposing a constitutional amendment to prohibit a president from seeking a third term. The measure seeks to curb consecutive terms by barring any president from seeking a third tenure.

Denton Texas April 26 Some ten hundred Texas agricultural industrial and science leaders attended the opening session Friday morning of the two day Texas Farm Chemurgy Conference at North Texas State Teachers College. Thirty two speakers and discussion leaders will carry on the program for the chemurgists who are endeavoring to utilize farm crops in industry through the use of chemical processes. The first subject sugar beets received consideration. Dr M O D VanOver castor plant authority of Harrison New Jersey presented on castor plant possibilities. Noon luncheon was devoted to financing chemurgic enterprises. Dr Frank K Rader professor of business administration at SMU and statistical director of a Dallas investment house spoke. Focus of Friday afternoon was the sweet potato session with a demonstration by semi commercial equipment under Gilbert C Wilson farm industrial chemist of the teachers college. Wilson will present on sweet potato possibilities of Texas. Other topics included wood uses and cotton seed oils. By Uniteo Press Washington April 26 Texas Attorney General Gerald Manning nay asked the supreme court to set aside the order of a three judge U S district court invalidating the Texas Railroad Commission's formula for prorating oil production in the East Texas Field. The commission was enjoined from continuing its current proration system in a decree handed down Feb 21 but the injunction is in temporary suspension awaiting supreme court action The proration method was attacked by Humble Oil and Refining Co.
In Burlington Iowa on April 26 Henry H Reed, 36, a disturbed student of Chgopractics, wounded at least twenty when he barricaded his apartment with a shotgun. He fired on police, firemen, and about 1000 bystanders before killing himself. most injuries were non fatal and treated by private physicians.
Brussels April 26 The cabinet of Premier Hubert Pielot de cided to withdraw its designation after a cabinet meeting announced that following the wish of the King the government would remain in office. Excessive truck fees hinder interstate commerce in the South and other parts of the country, says a federal research worker.
Rural schools in Fannin County receive full 100 percent state salary aid for 1939 40 as a warrant for 19065 is deposited. Supt Burkett notes the first full payment in years and outlines remaining transportation and per capita aid schedules with expected full settlement after May 1. Also mentions student elections at Texas State Teachers College and East Texan staff changes.
Jacksonville leader President M M Seymour appealed to Warner Bros officials to hold the world premiere of the new Warner Brothers movie An Angel from Texas in Jacksonville Texas. He noted Lone Star Texas is the film’s locale and urged officials to consider the bid for the event in the tomato capital of the world.

Conservative estimates report 84,000 attendees at the 14th annual East Texas Chamber of Commerce convention in Marshall. An open air service drew 15,000, a Tuesday parade drew 50,000, and the Greater Past Texas Parade featured 37 bands with 10 floats and two score cars. Business sessions and entertainment totaled 5,060 as officials praised Marshall hospitality.
Tulsa April 25 Gov Leon C Phillips prepared to seek a speedy appeal to the US Supreme Court of a three judge federal court order enjoining him from interfering with the Grand River Dam project. The writ superseded a prior restraining order issued in March after the governor used troops and a state court to halt the hydroelectric project until $889275 was paid for damages to roads and bridges in the reservoir.
Former Land Commissioner W H McDonald asks Governor Daniel to convene a special session to amend proration laws, arguing Texas oil sales to Mexico would be restricted by the commission.
