City announces a water supply plan for high level residents with eight hours daily service from the West End. A new license ordinance is adopted by the board. The City Manager submits a list of appointments with salaries, approved by directors. Sidewalk and streets repairs ordered.
City manager announced a daily water outage in the west end from 10 a.m. to 6 p.m. starting today to relieve residents in high level areas. The decision followed a conference with the board of directors and aims to provide temporary relief after weeks without water.
City officials faced fresh complaints after a Monday meeting on the water shortage. Three residents urged immediate relief citing dirty conditions and homes with water only since July 22. A plan to cut west end supply for daily hours was approved, with a water works superintendent monitoring valves. The meeting also approved a broad new license tax ordinance, effective October 1, covering hotels, pools, liquor, theaters, vehicles, and many other businesses, repealing conflicting provisions.
Chicago officials announce that 186000 railway workers may strike within days if the current vote favors action. James Murdock, VP of the conductors union, says leaders have effectively authorized a strike and will issue the order once counts are finished. Ballots are being tallied now.
Washington reports comprehensive plans to create an organized reserve army with 27 infantry divisions preserving wartime lineage, enabling mobilization in weeks. At the Alhambra Knights of Columbus national convention in Chicago resolutions denouncing the Ku Klux Klan as un American were adopted and a committee was formed to cooperate with federal and other investigators. Elected officers included Supreme Commander John T. Ryan of Buffalo and Vice Supreme Commander Joseph P. McSweeney of Rochester. The next convention will meet in Dos ton, Massachusetts.

Memminger Priester, a black man sought since Thursday for alleged killings of two women and wounding another, was shot and killed today when he fired on a posse from a thicket. The posse returned fire at close range, with only one shot taking effect.

Indianapolis Sept 27 The United Mine Workers convened to decide if strikers at two Kansas mines should be ordered back to work. An anti administration bloc led by Alexander Howat faced supporters of President Lewis. Initial roll call favored resumption 1500 to 1017 with about 500 votes needed for a majority.
