At the Missouri State Penitentiary a 15 hour revolt left four prisoners dead and many injured as nearly 11 000 troopers policemen and National Guardsmen restored order. Seven buildings burned or damaged and damage estimates reach up to five million dollars amid a violent uprising sparked by prisoner discontent.
Chicago report notes Secretary Charles S. Thomas says the Russian submarine menace is the greatest in naval history while affirming U S capability to counter it. He compares modern submarines to World War II and cites Russia's output pace as about one per week.
Dr. John C. Bugher of the Atomic Energy Commission cautions against extreme forecasts about hereditary harm from A and H bombs. He notes immediate radiation can be lethal and fallout may prove deadly after hours, while criticizing sensational doom about humanity.

An underground jet fuel storage tank exploded during a firefighting demonstration near Bitburg Germany killing at least 25 and injuring 14 according to French military police German officials later updated the death toll to 28. The 12 000 gallon tank was part of the NATO pipeline supplying fuel from France to the Atlantic Treaty Organization forces. The blast sent a black smoke column 10 000 feet high as flames burned for hours and nearby storage tanks were drained into a small river to slow the fire.
Valparaiso Chile Sept 23 shipping men abandon hope for the Argentine freighter San Martin which vanished in the Strait of Magellan twelve days ago with a crew of 54 and 10000 tons of wheat. Merchant Marine headquarters speculated the cargo shifted and the San Martin sank off Rapper lighthouse as searchers found some life preservers.
