Washington urged calm as two regiments stood ready to move into West Virginia if needed. Brig Gen Bandholtz to survey the area after noon reports, with martial law possible in Kanawha Fayette Boone Logan Mingo counties.
Sympathizers with armed men gathered on the Logan county border and invaded a former service men's meeting at the Y M C A in Charleston. They sang about hanging Don Chafin and asked for support of Baldwin Felts thugs. Police reported several attendees left in protest after chairman A Bliss McCrum urged non sympathy with the president and law and order.
Colonel Thomas W. Miller requests in Washington that future talks with Germany and Austria authorize the alien property custodian to obtain information in those countries. He says American agents need facilities there to resolve matters for former enemy owners as several cases are pending in U S courts. Miller also discussed policy for disposing of seized property and suggested withholding enemy property until $400 million in American claims against Germany are satisfied.
McDowell County mobilizes after a Wednesday call for help as three defenders die near Logan. The county seats a surge of volunteers by car and a special train departs Blufield at 8 30 pm with provisional companies formed locally.
The Japanese foreign office reports that Yap island dispute with the United States may be settled soon on a three point basis. The US would recognize Japan's mandate over Yap, control the Yap Guam cable, and settle the Holland rights in the cable network joining Japan Yap and Menado. Washington says talks continue with good prospects but no basis finalized yet.
London reports the body of Commander Louis H. Maxfield, commander of the American naval contingent, recovered after the ZR-2 disaster. The dispatch to The Daily Mail from Hull confirms the recovery.
Charleston West Virginia August 31 declaration of martial law in five southern counties Kanawha Fayette Boone Logan and Mingoby President Harding at noon tomorrow was believed inevitable by state executives. Reports from residents behind the armed lines along the Boone Logan border say the men will not disband and may advance to Mingo. Governor Morgan had no official statement. A meeting of former service men split on supporting authorities.
Murray with the United Mine Workers asserts on arrival in Charleston that armed miners along the Boone Logan border will disperse if the federal government guarantees protection of lives limbs and property. He cites the Sharples incident where two were killed and two wounded after an alleged raid by marauders. The message to President Harding requests a substantial security guarantee to enable peaceful dispersal.
Washington report says arming line clerks transfer clerks and registry clerks has greatly reduced holdups. Rifle ranges and police galleries are used nationwide for target practice as part of the program.
Asheville-North Carolina Aug 31 Conditions in and near Concord a key textile center are again beyond control. Governor Morrison was asked by Sheriff Carl Spears and Mayor J B Womble to order state troops back to posts they left. The Cabarrus county textile strike began in June shutting many factories and causing disorder.
State forces hold the line against an insurrection in Kanawha Boone and Logan counties. Warrant for United Mine Workers leaders Keeney and Mooney arrives. no arrests yet. Casualties reported but unconfirmed as sniping continues and miners reinforce.
Huntington W Va Aug 61 Three defenders of Logan county were killed in the Blair Mountain battle according to the Logan county sheriff yet none of the defenders had injuries. Names listed include John Gor deputy sheriff Joain Corago and Jim MunI volunteers. Front reportedly quiet since 9 15 PM.
Sheriff Chafin reports continuous firing along four points Beech Creek Blair Crooked Creek and Mill Creek with 200 state troops arriving from Charleston. Casualties include deputy John Gore killed and two others whose identities were not confirmed while a miner was shot. Authorities warned Washington of potential attack by 4000 to 6000 men.
Four western railroad vice presidents told the Interstate Commerce Commission that agriculture faces no harsher plight than other industries due to the current mood. They argued freight rates have little effect on overall business and that grain producers have not pressed for rate reductions. The hearing continued with traffic experts and statisticians testifying amid the unexpected appearance of the executives.
Alonzo B. Brooks of Upshur county was appointed as chief of game fish and forest department by Dr. G. C. Young, Buckhennon, chairman of the state commission. George W. Sharp of Marlinton was named chief deputy. Brooks has long worked in federal forestry and biological programs and is currently in the Adirondack mountains of New York.
In Albany on August 31 the New York Court of Appeals voted five to two that the state soldier bonus act is invalid. The court held the measure violated article VIII section one of the state constitution by prohibiting lending state credit for the benefit of individuals, associations, or corporations.
President Harding will speak tomorrow at the War College opening in Washington for the fall term. The White House announced the address date and location today.
Washington reports from the Federal Reserve Board show no broad general recovery in August. Slight improvements appear in foreign trade, agriculture, and manufacturing demand, with some crop cost readjustment under way. Agricultural movement remains the month’s standout activity amid mixed crop prospects.
An Associated Press correspondent watching from a gun nest near Logan West Virginia reports heavy action along Crooked Creek. Deputies manned the weapon as fifty men were driven back under constant fire with several comrades carried away.
Adjutant General John H. Charnock announces the first steps to reorganize the West Virginia National Guard with new permanent units in Huntington Welch Bluefield Logan and Charleston each about 100 men. Colonel W. E. Bluefield in Mercer County answers governor Morgan and Adjutant General Charnock by mobilizing a provisional infantry company to Logan West Virginia. Ex servicemen rush to join at the Dug-Out as Red Cross volunteers prepare cigarettes and matches for the mobilized men.
Harrisburg Illinois August 31 Bodies of eleven miners were recovered tonight from the Harco mine after an explosion that forced 400 men to flee when a wall collapsed and black damp flooded the shaft. Five escaped but were hospitalised and expected to recover as rescue efforts failed. The mine will be sealed tomorrow by state authorities.
