Boston AP report notes maternal smoking elevates neonatal care costs by 152 million dollars annually. Researcher Gerry Oster says the study, presented in San Francisco, finds smoking mothers yield smaller babies and higher risk of low birth weight, driving extra ICU use.
A federal jury in Charleston awarded Elk Run Coal Co. $1 million in damages and $267,000 to two construction firms, while denying punitive damages and liability to the international UMW. Elk Run blamed UMW leaders for a 1981 mine site rampage and illegal picketing in 1980 81. Massey Coal subsidiaries were named in the suit.

General Telephone Company asked the Virginia State Corporation Commission on Monday for a 1.5 million dollar, 19.5 percent rate increase in local telephone service. Proposed monthly rises range from 2.93 to 3.57 dollars for residential service and 6.75 to 8.08 dollars for business service. New rates would take effect November 20 and may be refunded pending the commission's final order. Non recurring charges such as visits and wiring installs would rise, while local coin, directory assistance and operator services stay unchanged.
State police said there are no suspects in the killing of War Junior High football coach Ellis Taylor. Investigators pursue several leads with two concrete links and will not release details to avoid jeopardizing the probe. Taylor was found beside his car on Route 16 after his team lost to Berwind Junior High.
