British forces break siege at Tobruk and push into Axis rear while also capturing Fort Capuzzo near the Libyan coast. American built four motored Flying Fortresses reportedly bomb Axis airfields as Hurricanes operate as bombers.
Conservation officials blamed light winds and low precipitation for about 100 fires in Virginia woodlands this week, bringing the season total to 183. State Forester Dan Griffin said most fires were minor and expected rain and snow would reduce activity over the weekend across the Kanawha Pocahontas Taylor and eastern panhandle districts.
Berlin reports Rostov on the Don captured by German forces as part of a broader southern push toward Astrakhan. German spokesmen say oil supplies and strategic routes may fall under Nazi control while signaling further advances east and north in fragile war fronts.

Delegates denounced the FBI and NLRB as biased against CIO and urged investigation of anti labor pro Hitler activity, calling for employer wide bargaining and union shop acceptance. President Philip Murray was re elected by acclamation.
Charles Town West Virginia November 22 more than 3000 Jefferson countians signed petitions urging the government to reconsider its decision to abandon plans for an army ordnance depot. After selecting a 17000 acre site in Pine Hill county and opening offices here army officials canceled the plans amid protests by landowners over property takings and land value concerns.
West Virginia bituminous mines brace for full output by Monday as United Mine Workers approve arbitration on captive mine shop disputes. District offices in Charleston and Fairmont ordered captive miners back tonight, easing sympathy strikes that halted 50,000 workers and crippled about 200 mines statewide.
Washington Nov 22 The captive coal mine strike ended with an agreement to submit the issue to arbitration. Dr John R Steelman to chair with John L Lewis and Ben Fairless as panel members. Roosevelt urged resumption of work and appointed Steelman. Perkins removed Steelman to focus on the case.
About 200 miners and officials met in Welch to demand the removal of John W. Bosworth as state police superintendent and the state policemen. They accuse police of beating citizens, breaking teeth, and abusing power during a Gary strike operation. The resolution, delivered to Governor Neely, names three runners Howard Fain Major Brown and A L Ransey to present it in person.
In Charleston West Virginia November 22 4 arbitration by both sides in the captive mine dispute and the return of striking miners to work were hailed for their effect on business and national defense. Some discordant notes on wisdom and impact remained but Governor Neely expressed delight that the miners have gone back. West Virginia motorists will use a 17 by 6.5 inch small tag over existing plates to replace the regular plates in 1942 43. New permanent licenses issued to all state county and city cars will be free and carry a vertical free mark.
Huntington West Virginia November 22 federal engineers announced construction of a two story office building at the Bluestone dam site will begin Monday. Judge George W McClintic granted permission to condemn 1300 acres for the dam on the New River near Hinton. Captain P V Kieffer said A T Hartman was named associate superintendent to direct construction. Paul B Jenkinson resident engineer and 14 men from the Huntington office will conduct surveys at the dam site.
