Gov. Jim Gilmore plans to announce a phased food sales tax cut from 4.5% to 2.5% over four years at a Capitol news conference. The measure would cost about 60 million the first year and 240 million annually when fully phased in, with details to be revealed morning.

ARKERSBURG AP Motorists convicted of minor traffic offenses would not face jail time under two bills endorsed by a panel of lawmakers. Speeding offenses over 15 mph above the limit would still carry up to six months in jail or a $500 fine. The bills aim to reduce Public Defender Services workload as funding and caseloads strain the system.
