Webb led by about 2,400 votes while CNN reported 1,141,052 for Webb and 1,138,676 for Allen as supporters waited in a northern Virginia hotel for final results.
Democrats push toward controlling the House and win Senate seats in Pennsylvania Ohio and Rhode Island while gaining gubernatorial wins in New York Ohio and Massachusetts. Charlie Crist preserves Florida governorship for Republicans as Bush era scandal and Iraq war shape turnout. By 11 p.m. EST Democrats hold 16 new House seats with many races still undecided.
Sen. Robert C. Byrd defeats Morgantown businessman John Raese to secure a historic ninth term. Raese spent about 2.2 million of his own funds. With 23 percent of precincts reporting, Byrd led 67 to 31 percent, while Mountain Party's Jesse Johnson drew 1.7 percent.
U S Senate partial precincts reported with totals for McDowell Mercer Monroe Summers and Raese. Counts show Raese leading with 135,975 votes. McDowell 549. Mercer 4,838. Monroe 1,112. Summers 975.
