President Bush outlines a $7.1 billion strategy to detect outbreaks globally, stockpile vaccines and antiviral drugs, and mobilize federal, state, and local responses. The plan aims to protect 20 million Americans with vaccine against the current bird flu strain and includes liability protection for vaccine makers as vaccine manufacturing has declined due to lawsuits.
In Tazewell County Virginia animal lovers opposed a plan requiring collars on all domestic cats over four months old to deter rabies. North Tazewell resident Lori Salyer challenged the measure at a public hearing saying she would join legal challenges if the board approved it. The ordinance, which would impose a collar requirement for roaming cats, was approved despite opposition.
Fayetteville officials say Hector Chico Reinat 34 of Fayetteville was arrested Monday by Cumberland County Sheriff's Department Special Response Team as part of a joint operation with state and federal authorities from Southern West Virginia. A federal grand jury returned a 20 count indictment on June 14 charging Reinat Maurice Gibson Christina Louise Arnoto and Robert L Gravely with conspiracy to distribute illegal drugs.
Cumberland County Sheriff's captain said Tonya Gibson faced money laundering charges. LRT learned of Reinat's presence in jurisdiction from narcotics division as a federal suspect wanted by the DEA and West Virginia authorities. They surveilled the business he worked at and waited for Bluefield officers to arrive after his shift.
Sonya Graham, 33, of Princeton, was arraigned Tuesday in Mercer County on a first degree murder charge for allegedly killing her husband, 41 year old David Graham, as they walked along Athens Road. She appeared tearful during the arraignment and spoke with her attorney, Jay Williams, in Judge Prazier's courtroom. Detective photographer Eric DiNovo captured images from the scene.
