Washington AP reports that a new uniform system of sentencing goes into effect in U.S. district courts despite objections from some judges and lawyers. Drafted by the U.S. Sentencing Commission and required by the 1984 anti crime law, the guidelines aim to bring consistency to federal sentencing.

He also arranged for Gorbachev to visit for treaty talks in December.

Senator Domenici and Rep Gray warn ideologies fade slowly and predict pragmatic moves as talks continue despite a large deficit. A White House meeting is tentatively set for March.
Opponents gain momentum against a state run lottery as Virginians vote on a lottery referendum and all 140 General Assembly seats. Polls show 58 percent in favor, 35 percent against, 7 percent undecided. turnout expected 55 percent of 2.66 million registered voters. Election stations open 6 a.m. to 7 p.m.
West Virginia lottery officials in Charleston disagree on how a Virginia lottery passage would affect their state. Nancy Hill says WV's lottery would be unaffected, while Roger Hupp hopes it fails and notes a TV advocacy offer was declined. A Bluefield Virginia poll shows local opposition to the referendum but statewide support.
As winter nears, U S cities and states explore innovative measures to ease homelessness. Programs include Alabama using relief funds to link people with shelters, Kansas City families hosting strangers, and some states designating jail cells for overflow. Souls Anchor Rescue Mission founder Roger Neff notes most homeless dislike their situation.
West Virginia reports 11,532 homeless people received public assistance in fiscal year 1987, up from 5,981 in 1986, with officials predicting further growth in 1988. In Virginia the homelessness issue is noted but counts are unavailable, while only 125 beds exist in four state shelters amid housing and funding challenges.
In the Bluefield Princeton region homeless transients seek food and shelter from local agencies. Father Mathew Rough of Princeton Catholic Church says 1,524 meals were served at Bluefield Union Mission in September, and 300 people, mainly men, sleep there monthly.
