The London Air Ministry reports no German troops crossed into France after a clash with the Royal Air Force and an attack on a British convoy by sea planes.
The American freighter City of Flint, with a German prize crew, sailed south along Norway’s coast from Murmansk toward Germany. A Norwegian destroyer Sleipner shadowed the vessel near Lodingen and Tromsoe waters to prevent violations and possible internment if law was breached.
The House voted to send the neutrality bill to a conference committee amid heated exchanges as supporters push toward repeal of the arms embargo. Administration leaders hailed a prior roll call showing a solid majority for repeal, while opponents warn of final fate in the Senate.

Tolbert Hatfield, aged 89, died in Ransom Kentucky after a stroke and pneumonia. Mrs. Henry G. Bilshausen sued in superior court seeking an injunction against bogeyman pranks this Halloween. She alleges her husband painted his face red and green wore a gray wig hood and black cloak to scare her and asked for separate maintenance and an order restraining him from molesting her.
