Washington reports a late week compromise on a pay-as-you-go income tax plan ending a five day stalemate. It cancels full taxes for individuals with $50 or less and provides 75 percent relief for the other year, with 20 percent withholding starting July 1 and remaining tax due in 1944 1945.
Destruction from floods leaves 160000 homeless across six states as levees on the Illinois side fail from Columbia to Gale. East St Louis–Alton walls hold. Officials seek volunteers to aid refugees and restore food production.
Allied air forces led by American and British units based in Africa intensified round the clock operations against Sardinia Pantelleria and western Europe. In six days enemy aircraft losses reached at least 329 as raids hit docks airfields and shipping.
Prime Minister Churchill told a White House press conference that the Italian people should disown Nazi and Fascist leaders and seek a just peace. He praised Allied gains, warned Italy against Axis ties, and noted ongoing war strategy talks with Roosevelt.

War dispatches report a major Japanese deployment in China with five divisions in Ichang area and large numbers of well equipped troops moving through Ichang Chungking dispatches say Hupeh operations could involve about 100000 enemy troops the largest Japanese force in China since last summer.
The government urged a federal court to grant summary judgment against the Associated Press in an anti trust civil suit without witness testimony. It argued no material facts remain and asked to force open news and photo services to all papers, bar exclusive agreements, and nullify a by law restricting deliveries to nonmembers.
Allied Headquarters in Australia reports single Allied bombers attacked four Japanese bases yesterday in adverse conditions affecting the southwest Pacific. Small formations hit New Guinea villages on the Huon peninsula, while Gasmata in south New Britain endured a fourteenth day of bombardment.
Washington May 25 A sailor interrupted proceedings with a tirade against poll taxes as the House voted 265 to 110 to allow citizens of seven southern states to vote in national elections without poll taxes. The incident involved Evan Owen Jones Jr of Los Angeles a two year navy veteran who shouted questions from the visitors gallery before being escorted away. Jones said he was on 48 hour leave and called Congress actions a Civil War in progress while praising the U S government. He later spoke with capitol physician Dr George W Calver who described him as aboard a naval ship and said the man would return to his unit.
Europe reports Germans moving forces to the Jutland area to guard against a northern invasion while concentrating troops in southern Norway. In the Mediterranean Italians flee north as Allied bombing devastates southern Italy by day and night. In Washington Prime Minister Churchill urges Italians to desert leaders. In Aleutians Japanese resistance remains stubborn.
Washington observers see John L. Lewis seeking to reintegrate the United Mine Workers into the AFL as a step toward broader labor unity. Optimists expect CIO concessions and expansion of AFL influence, while some AFL members fear power shifts. Roosevelt administration backing and internal divisions frame the potential reshaping of labor leadership.

Red artillery bombards troop concentrations northwest of Kharkov and near Sevsk. Soviet cutters in the Gulf of Finland engage 13 enemy craft, sinking two and damaging a third. One battalion of about 800 enemy infantry is partly annihilated by pounded defenses along the Donets front near Lishchansk.
