Donna Murphy, manager of the Tazewell County Animal Shelter, has earned the state’s top ratings for care for the fifth year running. She credits her staff Tina Farmer and Jennifer Wimmer and her daughter Shannon Murphy, a former shelter manager and county animal control officer. The shelter housed about 3,500 dogs and cats last year with a 15 percent adoption rate, and Murphy describes space constraints and humane euthanasia as difficult but necessary.
