Albion Winegar Tourgée born May 2 1898 in Willamsfield Ohio a Union veteran and writer opposed Reconstruction favoring territorial governments in seceding states. He authored A Fool's Errand and other works and received broad endorsements from politicians bishops and former colleagues for a U S consul post in Bordeaux.
Reports say Belgium and French contractor bids for the Oss-tend harbor and docks work are rejected. The $1,800,000 appropriation shared by the government and Ostend is far below the more than two million dollars in bids received.

Frankfort Kentucky May 138 The senate passes a substitute for stopping turnpike raiding made mandatory arming prisoners with a posse to guard property and speed passage of the emergency law. Jailers county judges must provide armed guards for 30 days to protect toll gates and other property from raiders. Felonies for raiders and aiders with prison terms. Threat letters punished. rewards offered for capture of alleged raiders.
Thomas E. Stuart assistant agent at the Southern depot is missing from Richmomp Virginia since Sunday morning. He has not accounted for several days' collections totaling about 250 dollars, risking loss for chief agent B. J. Walker. Stuart borrowed a gold watch from F. Simons and Simons urged police action, but no warrant exists and Simons declines to swear one. Stuart, employed at the depot for two years, came here from Indiana.
