Warnke Says It Is Not Time To End Plutonium Production

Paul Warnke, head of the Arms Control and Disarmament Agency, says the Carter administration would favor a deal with the Soviet Union to cut off production of plutonium and other fissile materials but that now is not the time for such a move.
