McDowell officials study installing eleven telephones in the county jail to replace the current recreation area pay phone. The federally appointed receiver says the plan, including ten in cells and one in the booking room, would cut costs for the county.
Bluefield Regional Medical Center board meeting rescheduled to April 12 at noon in the hospital board room. Virginia Black Lung Association meets at the John L. Lewis Building in Oakwood. The National Weather Service forecasts rain likely today with a near 100 percent chance and possibly heavy downpours and thunderstorms. Highs will reach the mid 50s to mid 60s, with tonight's rain and storms tapering to a low around 30s and a possible snow mix by morning.
The National Weather Service has issued a flood watch for most of West Virginia and southwest Virginia through tonight. Conditions are favorable for flooding and flash flooding with potential rainfall of 2 to 4 inches in a 30 hour period. Counties in the watch area include McDowell Mercy Mingo Raleigh Summers Wyoming in West Virginia and Bland Buchanan Carroll Dickenson Floyd Giles Grayson Lee Montgomery Pulaski Russell Scott Smyth Tazewell Washington Wise Wythe in Virginia.
At a public hearing in Princeton residents urged saving Bramwell High as board members including Shott Seaver Peck Baker prepared for a 10 am special Board of Education meeting to decide consolidation. Attorney William Bivens urged asking voters via referendum but Vice President Shott signaled unlikely.
Gov. Gaston Caperton pledged wholehearted support for three southern West Virginia highway proposals and will seek a unified stance from governors of states along I 73. He promised letters of support, maps for Shawnee Parkway, a Mercer to Wyoming County scenic byway, and Beckley to Grundy coal highway, with updates to Sen. Byrd and delivery of feasibility studied plans.
Tens of thousands of Boris Yeltsin supporters defied a ban on protests and marched in Moscow while security forces with water cannons and tear gas lined routes. Several beatings were reported as authorities moved to block access to Kremlin areas. The day featured a power struggle in the Russian parliament with reformists gaining the upper hand against hard-line Communists.
Richmond AP House Republicans proposed a plan to form 12 black majority House districts while undoing a Democratic plan to pack 18 GOP incumbents into nine. The Callahan proposal pairs Majority Leader Moss with Del Jones in a black district. it would also redraw Senate lines under DoJ review. The ACLU urged a plan to boost black voting strength and warned DoJ scrutiny applies to all viable maps.
Bluefield Mercer County Airport Authority approves increasing flight frequency at the airport after designation as Essential Air Service. President Ron Satterfield says the DOT requires at least two daily flights, with a plan to raise minimum to three per day and add morning, afternoon, and evening service for business travelers. Ray Bragg notes current limits hinder same day travel. Airport seeks funding.
