Washington reports congress to extensively revise Roosevelts civilian conservation corps amid labor protests that the bill regiments labor in peacetime. AFL chief Green accuses it of fascist register while Communist Benjamin condemns it as Sovietism and a forced labor system.
Louisville report says flood fears along the Ohio and Mississippi eased as levels recede. The Mississippi crest at Cairo will stay just above flood stage by March 28, while the Ohio at Owensboro holds at 43.8 feet. Crews place sandbags at Henderson Evansville approach amid rising danger in Kentucky Indiana and Illinois.
A day-old boy weighing eleven pounds was found abandoned in a Chicago hallway. Three police officers quickly took pity, arranged care at an orphanage, and vowed to keep in touch with the infant despite surrendering him to the institution.
Washington March 24. President Roosevelt moves to authorize direct federal grants to states and municipalities to prevent human starvation. He favors payments as grants over loans and will push the relief proposal to Congress soon. Reconstruction Finance Corp funds may cover needs through May while he seeks to balance the budget by reducing costs and curbing emergency appropriations.
New York March 24 Pecora counsel to the Senate committee investigating stock market tactics conferred with United States Attorney George Z Medalie to determine if a three month delay in the Harriman prosecution falls within the inquiry. Harriman was arrested last week on false entries in accounts of the Harriman National Bank and Trust Co where he had chaired. Medalie blamed the Treasury and Justice Departments in Washington. Senator Fletcher of Florida suggested an inquiry by the investigating subcommittee and sent data to Pecora. The bank, after a holiday, remained closed and its conservator Henry E Cooper was named president.
Wellsburg West Virginia March 24 a body recovered from the Ohio River near Short Creek between Wellsburg and Wheeling. A notebook washed from the victim's clothing bore the name Harris and an address 630 Wabash building Pittsburgh, though authorities could not verify the person or locate traces in Pittsburgh.
In Charleston on March 24, fifty two assessors joined Tax Commissioner Fred L. Fox to shape the new tax and assessment system. Fox urged strict enforcement of penalties for evasion and called the move on intangibles a major revenue step under the 50 cent per hundred valuation limit. After the conference the assessors reassembled to continue work.
Britain seeks a downward revision of the four and a half billion dollar war debt, pressed by Sir Ronald Lindsay in a State Department meeting with Hull and Moley. The United States vows to link any debt relief to global trade revival and tariff reduction ahead of the London world economic conference. The government says the June 15 installments of 144 million dollars will be paid in full, with debt relief contingent on trade recovery.
Yosuke Matsuoka, head of Japan’s League of Nations delegation, arrived in New York after walking out on Manchukuo talks. He said Japan is not a vassal state to any nation and suggested withdrawal of the Singapore fleet could ease tensions. Swanson planned to meet him to discuss naval angles.
J C Brock president of Citizens State Bank of Headrick Oklahoma reportedly admitted fatally shooting bank examiner W E Ernest after the bank was closed by order. Ernest who served 18 years as examiner is survived by his wife and two children. Brock is jailed in Altus awaiting further action.

Opposition and support arose in Senate committee on an administration farm relief bill, with Sen. Smith of South Carolina offering a substitute. Senate and House labor chiefs forecast redrafting of the civilian conservation corps bill, opposed by AFL head William Green. Ambassador Lindsey discussed war debt revision with Secretary Hull.
Charles E. Mitchell, former chairman of National City Bank, is indicted for evading 1929 income taxes totaling 673,312.21. He pleads not guilty. April 3 set for motions and trial date, with no delay in prosecution. Government alleges net income 2,823,405.95 for 1929 despite a loss shown. disputes over stock sale and repurchase with his wife.
Fred Oser an anti administration member of the Motion Picture Operators union was shot and killed at union headquarters in Chicago. Ralph O Hara an organizer said he shot Oser after Oser fired at him. Police reported several shots were fired from Oser s weapon. Oser had led legal fights against union officials over mismanagement and requested an audit of funds.
A massive meteor lit up five southwestern states before dawn and possibly disintegrated. Air mail pilots Bill Coyle near Adrian Texas and Frank Williams near Albuquerque reported bright blue and yellow cloud masses and a long fiery tail as it illuminated the sky and caused vibrations in homes across the region.
Officials enforcing the upcoming beer law face many ambiguities as April 7 approaches. Key issues include whether beer can be sold on coastwise and dry-state shipments, advertising in dry states, parcel post delivery, and timing of transfers from breweries to retailers. A Senate subcommittee and a House bill debate regulate beer sales in the national capital.
Washington March 24 Formidable efforts to change the administration farm relief bill disrupted Roosevelt measures as George N Peek for Secretary Wallace urged passage of the house bill with broad secretary powers. John A Simpson of the National Farmers Union condemned the measure as price fixing. President Obama watches progress as White House says no large increase in staff. Senator Smith proposals cut large scale power and licensing fees and modify the domestic allotment plan to fund land retirement.
Governor Kump unveils a ten point program covering revenue and budget balance measures, municipal funding, taxation enforcement, education funding through local units, road system reform, broader government powers, an interim aging study, stronger banking and insurance laws, natural resource development, and funding for an extraordinary session. The plan includes enabling legislation, budget administration, and local school financing priorities.
Washington March 2 The federal reserve system resources were made available to non member state banks for loans during the banking emergency after President Roosevelt signed the bill. Secretary Woodin indicated an announcement was coming about the gold embargo and a possible proclamation to lift it.
Seattle March 24 The American mail liner President Madison suddenly capsized at her mooring near Harbor Island after repairs left a 45 degree list. Three crewmen Jack Rose Carl Ekberg and John Hanson were reported missing while about 150 passengers and crew escaped to the dock as fireboats and tugs responded.
The Charleston Sound Systems Inc of Huntington received an estate charter with capitalization of five thousand dollars. The operators listed include E Haskell and Shepard G Shepard, both of unknown locations.
West Virginia Governor Kump urged a special session for a ten point program to balance the budget. Proposals include new revenue, fee returns, municipal borrowing, land redemption, a one man road commission, a county unit school plan, an executive budget, short ballot, and expanded reorganization powers. The call aims to widen fiscal controls and efficiency across state government.
George C. Peery resigns from the Virginia State Corporation Commission to devote himself to the gubernatorial campaign. His letter to Governor Pollard states the resignation takes effect April 5, 1933, as he plans to outline his public issues after completing commission duties.
