West Virginia leads nation with first regional jail model
West Virginia claims the nation’s first regional jail program and serves as a model for other states said Barbara Hawkins. The plan combines multiple counties into single facilities, with construction nearly complete across a 10-facility region and a women’s jail in Laken slated to open by 2003 for medium security and August 2002 for maximum security. Representatives from over 20 states have visited since 1997 to study the approach, which aims to reduce costs and meet federal standards in rural areas.
