Soviet leader Mikhail Gorbachev and his wife Raisa visit Belgrade to meet Yugoslavian school children at the Park of Friendship on a Tuesday.
The House gave final congressional approval to authorizing prime federal park land in Washington for a national monument to 5000 Black patriots who served in the American Revolution. The measure followed Senate approval and House action is expected on a Korea War memorial bill. Both monuments will be funded by private donations.
Accu Weather reports a high near 35 degrees with a mixture of clouds and some snow flurries. Tonight will be clear to partly cloudy with a low around 22 degrees. Details on page A-8.

In Illinois on Tuesday Senator Paul Simon defeated Jesse Jackson in the Democratic presidential primary to gain needed momentum. Michael Dukakis placed third behind Simon and Jackson, while George Bush scored a strong victory in the Republican primary as Bob Dole vowed to stay in the race. Bush led Simon for delegates as Dukakis eyed Michigan caucuses, with Gore and Gephardt fading. Simon urged support for a brokered Democratic National Convention. Voter interviews suggested Simon retained backing through the state.
Weekend break-in at Oakvale High School targets the shop class assets including a computer system and most shop tools along with a new VCR. Mercer County Sheriff notes multiple suspects and three entry points found with minimal vandalism. Police labeled it a theft rather than vandalism and were alerted at 6 30 a.m. Monday.
The Commerce Department reports a record 160.7 billion deficit for 1987, up 13.7 percent from 1986, marking five straight years of new highs. Analysts warn debt buildup could trigger a recession as foreigners own more U.S. investments than Americans hold abroad, with the United States now the world’s largest debtor.
Gov Arch Moore Jr signs the Public Employees Insurance Board reform to save 42.2 million for West Virginia health coverage. The measure imposes deductibles of 100 dollars for individuals and 200 for families, sets major medical deductibles at 150 and 300, and requires new state employees to pay rising shares of their insurance costs over three years. The PEIB is 60 million dollars behind on payments.
Gov Arch Moore Jr said a special session with a limited agenda will be convened before the May 10 primary, and a second after the election to address education and other matters. He labeled the $1.464 billion budget for next year a travesty but did not say if he would veto it, promising action by midnight Saturday.
The USDA will allow low fat hot dogs and other cooked sausages with at least 25 percent less fat by April 14. Water can replace fat up to 40 percent of the product, removing the water limit while keeping nutrition unchanged. Labels may read light lite or lower fat.
