Floodwaters forced a farm district along the Gila River to shut its main pumping plant 17 miles east of Yuma on Wednesday. The shutdown cut irrigation and domestic water supplies to hundreds as the system, spanning about 50 miles, faced pressure from rising flood conditions.

The West Virginia Senate approved a strengthened stalking bill 33 to 1 to protect all citizens from following or harassing actions. It defines harass as willful repeated conduct that alarms or annoys a specific person, with penalties ranging from six months to five years and higher fines, especially when a restraining order exists.
Federal agents entered a fourth day of the Waco siege with Branch Dravidian leader David Koresh claiming to be Jesus Christ. Authorities say Koresh may command over 100 followers and a large weapons stock inside the fortified compound. Two elderly women who left the site fired weapons during Sunday’s clashes that left about 14 dead. charges against them were dropped. Koresh said he would exit peacefully only when instructed by God, while officials say they do not plan to storm the compound.
Mercer County humane officer Ronald Stroupe relieved a Shadowood Lane standoff when he coaxed a cage trapped skunk from under the carport. Mitzi Jennings said her husband Bill escaped the scene by fearing a risky confrontation with the animal. Residents watched as officials debated who would free the animal with no immediate plan from the humane society.
Keen Mountain Correctional Center remains under a modified lockdown as a shakedown proceeds. Center Operations Officer Sam Traverse said some inmates have been evaluated and allowed out for work in the kitchen and cafeteria while others receive basic hygiene items from the commissary. The disturbance on February 10 led to a nine hour standoff with injuries to staff and more than 100 troopers and officers assisting. At least 50 inmates face internal disciplinary hearings for various infractions. seven were transferred to other institutions. Security enhancements including fencing are being considered pending approval and funding.
