Southwest Virginia electricity users may gain refunds and rate cuts if the State Corporation Commission reduces Appalachian Power Co s interim rate increase of 43.3 million dollars. Senior Hearing Examiner Russell W Cunningham recommends cutting 27 million from the increase, sending a report to the SCC for a final decision with responses due in 15 days. If approved, refunds and rate reductions would follow, averaging about three dollars monthly for a 1000 kilowatt hour consumer, plus interest refunds of any overcharges.
The House Finance Committee endorsed a bill to revamp the state's school funding formula shifting money from 24 counties to 31. Three counties Berkeley, Jefferson and Kanawha lose over 1 million, McDowell about 397,643, while 75 percent of 30.9 million Step 7 funds would buy supplies and textbooks and 25 percent fund hiring.
The Kanawha County committee approved pay raises for county officials and service personnel including cooks and bus drivers despite a 15-9 vote to delay changes for a year. Lila Hill warned the 1991-92 school budget must be ready for state review next month, saying removing 1.9 million under the revised funding formula would disrupt budgeting. Some members argued continuing Step 7 funding would unfairly penalize counties.
