Coal User Tax Proposed to Support Black Lung Fund

The House budget plan adds a user tax on coal to bolster the black lung fund. Users of underground coal would pay 50 cents per ton and strip mined coal 75 cents per ton for three years, supplementing the existing 50 cent per ton deep mined and 25 cent per ton stripped coal taxes. Edie Baum notes the higher strip mined rate, Reagan’s push for reform, miners’ groups seek stability, and projections show about $535 million annually to back the fund’s $935 million Treasury shortfall.
