Gilmore to form tax structure review commission in Virginia

Gov. Jim Gilmore will appoint a 30 member panel to review Virginia tax structure and propose reforms including ensuring the car tax is never reimposed. The commission will study constitutional provisions on state and local taxation and report by December 31. Former U.S. Rep. Thomas Bliley Jr. will chair.
