WV judges' outside investments include banks and utilities
West Virginia circuit judges report outside income and holdings to the state Supreme Court, showing banks, utilities, coal interests, oil and gas, railroads and manufacturing among their 1977 portfolios. A handful have coal stakes, while most JUdges list stock ownership or royalties in varied firms.

Modern Budget Amendment Boosts West Virginia Governor Power
West Virginia governors now outrank most states in budget and veto authority due to the 1968 Modern Budget Amendment and the 1970 Governors Succession Amendment. Temple's study compares 1960 and 1972 power, noting WV gains in appointment and tenure, with Moore's terms unlikely the sole cause. The piece also notes a Women’s Commission move and ERA-related boycott rhetoric from a state body.

State Library Compared With Public Facilities In West Virginia
The State Library, housed in the Culture Center at the state Capitol, serves mainly as a research facility with a slow circulation rate. Frederic Glazer notes public libraries lend books about every six months, while the state library’s reference collection has few best sellers. Despite similarities, the state library’s reading room is rarely used, and parking deters patrons. The commission’s budget is 4.9 million for the coming year, with 65,226 books in the reference library at end of 1977 and 7,045 loans that year.

Mining Positions Increase West Virginia Jobs Rise in April 1978
The West Virginia Chamber of Commerce reports 69,500 mining jobs in April 1978, up from 65,350 in April 1977, despite southern layoffs. About 1,000 jobs have been cut in southern zones due to weak metallurgical coal demand, with roughly 2,000 miners on reduced shifts. Consolidation Coal Co. laid off 163 workers at the Turkey Gap mine in Mercer County and the Maitland mine in McDowell County, both metallurgical coal producers.
