WV gambling dispute boils over into court and saga of Elks Lodge
Kanawha Circuit Judge Paul Zakaib sets July 16 for a case filed by Clarksburg Elks Lodge 482 against state officials over seized video raffle machines and licenses. The lodge seeks return of its liquor license and to preserve bingo, raffle, and limited video lottery operations amid regulatory and tax authority disputes. The fight highlights the shift from traditional bingo and raffles to video lottery and broader charitable gaming in West Virginia.
