Charleston AP reports the new Medicare prescription drug benefit will trigger a clawback, forcing West Virginia and other states to repay funds tied to dual eligible seniors. With 36,000 WV dual eligibles, Medicaid has funded most of their drugs. The program covers 595,540 residents, about one third of the state, and 97 percent of seniors, while the prescription card and 2006 outpatient coverage shift costs. The reform heightens state reliance on federal funds in Medicaid.
