House approves new chemical weapons under strict limits
The House reversed itself and voted 229 196 to approve new chemical weapons with conditions. Production forbidden before Sept 30, 1987 and only if NATO requests storage in Europe. The measure also includes safety certification and ties to a broader defense bill.
