West Virginia voters face the Pension Amendment as Gov. Manchin s staff answer questions on the plan for teachers, state troopers and judges. The measure seeks a 30 year fixed payment to reduce unfunded liabilities, avoid tax rises, and save at least 1.5 billion dollars over three decades. The plan includes protections against future liabilities and caps bond-issuance fees at 1 percent.
