West Virginia to require bond equal to mine reclamation cost

Effective Monday coal mine operators must post bonds matching the cost to reclaim their sites or limit projects to the five thousand dollar per acre cap. The DEP says the reclamation fund faces a fifty million dollar deficit with 245 sites needing repair and only five water-cure sites currently treatable.
