Virginia considers risk-based prison terms for sex offenders
Virginia lawmakers weigh a Virginia Criminal Sentencing Commission plan to tie maximum prison terms to an offender's risk of reoffending. The system would triple penalties for high risk offenders and extend prison time to some lesser offenses, based on a risk assessment scoring factors such as age under 35, stepchild victim, low education, and prior arrests. Critics warn about fairness to youth and the less educated, while supporters say it reflects research on recidivism.
