News reports from Shanghai describe floods in the Yellow River region and cholera risks spreading to Shanghai and beyond. Japanese raids, rail barriers, and military moves threaten Henan and Jiangsu as millions face inundation and legion casualties in a war zone.
In Easton Maryland a 13 year old nursemaid Betty Lou Tipton confessed to writing a death threat against D C Burroughs' three children after investigators tied a blonde hair found on the note to her. State authorities consider prosecution under advisement and the suspect may remain on Burroughs' estate.
St Albans West Virginia police identified a youth missing since June as Iran Sergeant, reporting the person had been killed by a train near Columbus. Authorities said the youth had been missing and later confirmed the fatality.
West Virginia Superintendent W W Trent urged county boards to petition Gov Holt for an extraordinary legislative session to arrange for matching P W A funds. He proposed three funding paths including reallocating property taxes and bond-based levies to build school facilities and support colleges and roads.
The enlarged Chesapeake board unseated chairman Robert R. Young at its New York meeting and postponed liquidation decisions for at least 30 days. No July dividend action. last payment was 75 cents a share on April 2. Young had lost control at a Baltimore meeting to Guaranty Trust after a lengthy court fight.
Insurgent forces pressed a dual campaign across northern and southern Spain toward Valencia and Cordoba, bombing Valencia harbor and targeting government lines. Five raids on Valencia and suburbs left three dead, 20 injured, and 15 homes burned as refugees fled southward.
Cleveland relief office faced 75 protesters demanding food orders. Police restored order after 40 officers responded. Sargent Mullarkey was bitten while arresting Celia Maryn, 37, for scratching a relief worker. Officials warned relief cuts for those without dependents if offenders persist.
The government read contracts to a jury to prove coal companies engaged in interstate business and thus federal jurisdiction in a conspiracy case. Twenty corporations, twenty two executives, and twenty two current and former Harlan county officers are charged under the Wagner Act. Sheriff Cawood said bombing of a miner’s home today had no labor connection.
Franklin Pierce McCall, 21, was found guilty today of kidnaping James Bailey Cash Jr. in Miami. Judge H. F. Atkinson postponed sentencing to tomorrow. McCall admitted abducting the boy and described taking him, the death of the child, and movements to dispose of the body. The case stemmed from a $10,000 ransom motive. no jury set death penalty per Florida statute since the jury did not weigh the punishment.
Walter S. Hallanan says recent West Virginia municipal elections show voters resent coercion by the WPA. He notes Republican wins in Martinsburg and Welch as rebukes to the new dealers and political use of WPA dollars. Bailey’s Martinsburg win by over two thousand votes prompts charges of money politics.
Lieut. Col. Vladimir Copic praised American volunteers in the 15th international brigade for bold but naive discipline after leading wars from Jarama to Teruel. He noted they lacked trained officers yet made excellent records, urged prewar preparation, and said morale matters more than arms as he handed command to a Spanish officer.

Parkersburg West Virginia June 15 a petition bearing about 3000 voter signatures demands an election to recall Mayor John S Dunn and four councilmen Andy Swearingen Fred Cochran Golden Underwood and Earl Stephens City Clerk Myrtle L Hoffman will verify signatures before presenting the petition to the council within ten days The petition asserts economy in city government and objects to salary increases and a new police judge as added expense It notes voters approved an amusement tax for pay raises and alleges funds are not used for that purpose
Newark reports Mayor Frank Hague of Jersey City, a Democratic vice chairman, repudiated CIO and A L P aid to the Democratic party. He said he would not accept contributions from those groups, calling them undesirables, and urged candidates opposing A L P support be defeated. He defended his record on free speech as he testified in federal court over claims of suppression.
George W. Morgan of Raleigh county dies at his son's home at age 82. A lifelong resident and prominent figure in local agriculture, his death ends a long association with the region.
About 300 CIO supporters stormed into a Beckley West Virginia AFL meeting led by Tom Cairns of Charleston. The AFL president claimed the crowd aimed to disrupt a miners' group and that the event had no miners union ties. Joe Ozanic and Nick Aeilla attended with UMW and CIO figures present.
Washington dispatch reports the 75th Congress failing to wind up amid a clash over a 289 million deficiency bill. House overrode Roosevelt veto on farm loan rates, while Senate action distributed 212 million in farm payments. Flood control and unemployment funding sparked further debate as sessions stretched into the next day.
