Man steals police cruiser. high speed chase ends in crash

Mark S. Looney, 33, of Bluefield Va, arraigned on multiple charges in Mercer County after escaping custody, stealing a police cruiser, leading a pair of high speed chases through Bluefield area and Falls Mills, with a second stolen vehicle later crashed near Tiffany Manor.
