Bishops approve plan barring abusers from contact with parishioners
In Dallas American bishops voted 239 to 13 to bar sexually abusive clergy from face to face contact with parishioners while keeping them in the priesthood. The policy, pending Vatican approval, aims to shield children though permits defrocking by the local bishop on advice of a lay advisory board.
