Quarterly B and O tax forms mailed with too small envelopes
Bluefield mails nearly 1100 new quarterly B and O tax forms with self addressed return envelopes but the envelopes are too small to hold the forms. City Treasurer John R. Palmer explains the error occurred during redesign to speed up computerized processing. Authorities ask taxpayers not to use the return envelopes as currently distributed.

Senate filibuster defeats labor bill for fourth time
The Senate failed to end debate on labor law revisions for a fourth time as a cloture vote stood 58 to 1, two short of the 60 needed. Supporters, backed by organized labor and the Carter administration, said they were encouraged by growing strength, with a fifth anti filibuster attempt planned. Orrin Hatch urged Byrd to withdraw the measure, while Labor Secretary Ray Marshall noted anti filibuster gains despite votes starting at 42.

House Votes 5 Percent Cut in Congressional Operations
The House approved a 5 percent across the board cut in next year’s congressional operations budget by a 220 to 168 vote. Rep. Silvio Conte argued the cut would curb excess and reflect Proposition 13 inspired frugality, attempting to shield the elderly and other vulnerable groups while reducing a roughly $1 billion budget by about $45 million including pay for members, staff, and agencies like the Library of Congress.
