Students To Be Credited To Home Counties Under Reapportionment

Monongalia County would lose about 11 000 from its legislative population base under a subcommittee plan. College students would be credited to their home counties rather than where they attend school, and long term care patients would follow their counties of residence. The change would shift population among counties before the 1970 census reapportionment and likely prevent Monongalia from gaining an additional House seat.
