Welfare Boost Plan Advances with Expanded Social Security

The Senate Finance Committee finished work on a $17.6 billion bill to raise Social Security benefits by 10 percent for 27.8 million Americans and impose new work requirements for welfare recipients. The package funds Medicare and Medicaid, extends drug coverage for many chronically ill seniors, and includes a revised financing scheme aimed at saving states $2.6 billion annually. Financing would raise payroll taxes by $113.40 for individuals earning at least $10,200, matched by employers. The bill covers widows and the disabled, expands benefits for the aged and disabled, and tightens welfare rules for families with dependent children. Debate is delayed until after the Democratic National Convention in July.
