Commodities fight delays on 1990 farm bill action
Senate Agriculture Committee chairman Patrick Leahy postpones action on the commodities section as Democrats balk at his tactic to placate Republicans. House panel meets in closed session over conservation amid disputes with environmentalists and farmers. Bob Kerrey accuses the plan of echoing a Republican bill while urging a Democratic vote. Lugar threatens floor trouble without a freeze on target prices and loan rates. Kerrey supports linking aid to production costs to aid smaller farms.

Senate fails to override Bushs Amtrak veto
In Washington on Tuesday the Senate fell short of a two thirds majority to override President Bushs veto of Amtrak subsidies. The 64 to 36 vote left intact Bushs veto on his 66th birthday with Democratic and Republican defections noted. The 3 vote gap prevented the override though factions continue pursuing a revised measure without the ICC provision.
