The West Virginia Supreme Court ruled the family law masters provision unconstitutional for curtailing circuit courts' divorce jurisdiction. The 3-2 decision cited conflict with the state constitution. Masters would have heard certain custody, child support, and some divorce matters before full rollout July 1.
President P W Botha declared a nationwide emergency to curb dissent as hundreds were detained on the first day. Non residents were barred from Soweto and opponents warned the move could trigger violence ahead of Soweto anniversary. Murphy Morobe, UDF spokesman in hiding, warned of a blood bath. The UDF numbers 2 million supporters and is the largest non parliamentary opposition group.
The Senate voted 77 to 20 to keep the oil industry tax break and defeated an amendment to restore state and local sales tax deductions. Senator Weicker urged ending the petroleum carveout, which would save about 1.5 billion over five years, as Packwood defended the broader bill.
Alma Belcher, chair of the Princeton Parks and Recreation Commission, said she asked for Recreation Director Rick Ratcliffe’s resignation for a combination of reasons. She did not specify details, but the special meeting noted Ratcliffe had not prepared the 1986 87 budget due July 1 and misinformed Princeton Midget Football League coaches about the league’s operations.
The Public Health Service warns AIDS will kill more people than auto crashes by 1991 and costs could reach 16 billion dollars. About 270,000 will be diagnosed by year end, with 179,000 dead, prompting calls for a national coordinated response and increased AIDS funding. The plan, prepared after a West Virginia meeting of 85 experts, urges Senate action and a stronger budget.
