Andrew McClung May Get His Recount Wish Granted

Secretary of State A James Manchin says a recount of McClungs Democratic primary challenge in three of four counties in West Virginias 11th district must follow the new law. The law requires random sampling of 5 percent of precincts and mixed hand and computer tallying with hand recount if totals vary by at least one percent. Williams leads after canvass with 76 vote margin. McClung requested hand recount amid phantom precinct issue.
