Budget negotiators begin first steps toward compromise
U S budget negotiators from the House and Senate opened talks on a compromise amid higher deficit projections and calls for tax revenue. Representative William Gray urged some tax increases, while Speaker ONeill and Senate leaders signaled tax increases only as a last resort. Negotiations aim to reconcile three year deficit cuts totaling about 56 billion dollars but face disputes on Social Security, defense, and domestic spending. Stockman’s projections suggest the 1988 deficit could reach 172 billion dollars if adopted.

Former Reagan adviser warns tax plan risks recession in 1986
Harvard economist Martin Feldstein told the House Ways and Means Committee that the administration’s tax plan could drain revenue needed to cut the deficit and, if not revised, probably cause a 1986 recession. Treasury Secretary Baker presented the plan to the Senate Finance Committee as Feldstein criticized potential revenue losses and proposals such as ending investment credits and raising the personal exemption.
