Arch Coal Inc says federal Mine Safety and Health Administration approved a ventilation plan for its West Elk Mine in Gunnison County Colorado. The mine was idled January 28 after detection of combustion related gases and employs about 300 miners. Last year the mine produced 7.3 million tons of coal.
